With reference to Admiralty Letter of the 12th July 1924, 0.E.in 0.2912/24/20B, relative to the proposal of the Colonial Government of Hong Kong to reclaim an area of sea bed fronting Admiralty property at Kowloon, I am commanded by My Lords Commissioners of the Admiralty to acquaint you, for the information of the Secretary of State for the Colonies that on further consideration of the matter They now waive the objections previously raised by Them and give their assent to the proposed scheme.

The local Admiralty officers have reported that a brick wall or high iron fence would be necessary to separate the area when reclaimed from the Admiralty property to prevent theft or espionage. My Lords assume that the Colonial Government would carry out this work as part of the scheme but They desire me to suggest that this expense could be practically avoided if a slight modifica- tion of the Admiralty boundary were arranged. A plan No. 44984 18 enclosed and if the area, hatched in red on the plan, which would appear to be of little value in connect- ion with the Colonial Government's scheme, were agreed to be treated as Admiralty property when reclaimed, the wall of the covered car and lorry stand building would form the boundary between the Colonial Government and the Admiralty properties; this would leave only a small length of fence or wall to be provided between the points "X" and "Y".

It is also desirable that facilities should be afforded to admit of the construction of a gateway and road from Jordan Road to the Admiralty oiling jetty and camber, and this could be effected if the eastern covered car and lorry stand building were sited slightly further to the west as indicated on the plan.

If the Colonial Government are agreeable to this

I am to suggest that the east wall of the above building as re-sited should form the new boundary of the Admiralty property.
